It is not difficult at this point of time to come to the conclusion that the present position on the information in the NHS is not a happy one; particularly the relative responsibilities for its collection and presentation in the various forms required in modern medical care, and its applications to service.

Regrettably there are far too many examples of ineffective applications of knowledge, and of the neglect of the actual outcome of services provided. Yet there is a wealth of knowledge ready to be applied and talent ready and eager to play an important professional part in the development and use of information systems.

This report seeks to set out what is required by way of producing such ‘intelligence’. It also attempts to look dispassionately at the speciality, which has the potential to develop as well as apply its skills within the practice of medicine and externally for management purposes, for the improvement of patient services.
